If sent from the US with EMS, then the parcell will be delivered by Chronopost and is fully trackable.
If sent Standard, then the delivery will be made by La Poste, or, if the parcell is very big, ColisPoste.
Different companies with different systems, even though they're all headed by La Poste (French Postal Service).
I assume you sent it with Standard shipping. So the one who was supposed to recieve the parcel should inquire at his local post office.
USPS "first class" is the cheapest possible option when shipping internationally, so its not a surprise that its taking long. I've had a first class package take about 1.5 months once, another one took a couple of weeks so it can vary a lot.
I would advice using priority airmail for future shipments, its reliable and fairly quick, about 5-10 days to most of europe and the tracking works to most countries.

thanks again. i know usps first class isn't the fastest, but it already costed 50 dollars to ship it registered and the buyer wasn't helping me out with much shipping. i don't get why he says they can't locate the number, as it works on usps tracking.
